This report was presented by the David Suzuki Foundation to the House of Commons Finance Committee in November 2002. It urges the Finance Committee to create a 2003 federal budget that invests in emerging technologies and innovation in order to reshape our energy policies and meet our commitments under the Kyoto Protocol.
